The above table is from the linked CDC site. For calculating historical influenza numbers I simply averaged each column and, using the total populate of the US states created the ratio of that state's population to the total US population and multiplied it by the average. Clearly these are simply "rough estimates" to get a feel for the magnitude of the issue.
